You can change which bar is which in [ Interface > AddOns > nUI > Layouts > Default ] -- can't recall the file name off the top of my head... it's the dashboard file. You'll find the bar section about mid-way down.
EDIT: You can also use '/nui movers' to rearrange the bars. You can also just use Shift-1 and Shift-2 (presuming you didn't change key bindings) to switch the main action bar between page 1 and page 2
