It's not, because anyone can upload anything to RapidShare, including viruses, keyloggers, other malware, unauthorized copyrighted material, offensive material, illegal material, etc. The sites listed in the forum rules as "trusted hosts" all have strong restrictions on what types of files can be uploaded (eg. only addons in *.zip files, only code into a SVN respository, etc.) and are operated by credible organizations with a history of providing safe, legal files.
