This is a known bug that I have already reported to Blizz. It appears to be related to the version of the DirectX you are using (or so Blizz thinks). This bug is why I changed the portraits from full face to full body. But, some portraits still do it.
If you can, see if you can install an updated DirectX version and/or video driver and see if it goes away.
The other option, as Xrystal points out, is to use the '/nui anim' command to turn animated portraits off.
