This bug is being reported elsewhere, too, and it's a Blizzard bug. It's the same thing as the problem with water rendering when you resize the viewport. What is happening here is that the sky is getting anchored into the wrong place on the screen and leaving a black space where the sky should be.
Playing in full screen mode *may* resolve that... otherwise, it's going to have to wait for a Blizzard fix to the viewport bug.
