Yes -- just edit [ Interface > AddOns > nUII > Layouts > Default > nUI_Layout_Default_Dashboard.lua ] and look for the action bars section. You can change the "rows = 1" and "cols = 12" to another value to change the geometry of the action bar such as "rows = 6" and "cols = 2" which is the geometry used for the two action bars you're talking about.
