This is intentional for two reasons: 1) Your unit frame is already on the panel, so having it in the raid units as well is redundant. 2) Some of the raid layouts have "issues" with an odd raid frame... like 25 man. If you look you'll see there are only 24 raid units in the panel which is why you don't show up... so the other 24 raid members do. (your raid unit always appears in slot 40)

after a wipe some toons do not re-populate the raid area

mouse over for toons in the raid screen show info about a different member in the raid.

Hmmm... I must have missed a spot where I was supposed to change the panel ID. That definitely sounds like a bug.
