There is no such things as a prowl bar for cat form in the Blizzard UI... you can confirm that by turning nUI off and using the default UI then going into prowl... you'll see the bar does not change.
The feature you're referring to is a non-standard feature offered by some custom bars. nUI6 will add this capability for those who want it, it will never be available in nUI5.
