This option toggles display of action button tooltips on and off while in combat lockdown. The default is to hide the tooltips in your action bar buttons while in combat.

There is also an option in the default Blizzard Interface Options screen to make the spell tooltips "detailed". Enabling that also will give the same info on your action button mouseovers as you would get when you mouseover in the Spellbook
