12s - 3.8s = 8.2s
Presuming that there's the typical 200ms latency (give or take) that time would be exactly correct. Remember, nUI *DOES NOT* calculate the time remaining on debuffs or the duration of cool downs, those numbers come *directly* from Blizzard.
In any event, even if you do keep the durations enabled, the transition from purple to blue is you cue to recast while the blue tells you you can still wait. It's also a cue when your spell has been resisted or missed since the purple color will not appear -- the yellow quickly tells you that the spell failed.
But, as always, these options are all there so people can do as they please with the UI.
