Cooldown timer on buttons

Is there anyway that the CD timer can be adjusted?
Reason for asking is that Judgements show as a 20 sec CD instead of the proper 9 seconds (yes I have 1 point talented). The Colour for CD's however does change as it should, it lights up blue (well to me its blue).

I doubt that I am the 1st to ask but can't find the post with any answers so hope you can help me.
