Unknown mod cast buff when ui is right clicked??

I have been trying to find what mod keeps buffing if I click on my health or in the raid/party ui. Anyone know what it is so I can disable the feature? I'm trying to spell bind a right click to dispel magic. I have tried clique and click2cast but they keep getting overridden by the unknown mod. I tried not enabling smart buff so I know thats not it
