Hmm, there's a few programs out there that can reconvert. You can generally get that down to 10% it's original size without losing much quality. Reconverting down to 1k or 2k Kbps usually does the trick. I usually use MediaCoder due to the amount of options, but it's probably more advanced than necessary for a minor conversion. Windows Movie Maker can also reconvert. Do some googling for Fraps to Youtube conversion

It depends on what you want to do, but you can either set the resolution lower in the recording options or you can use a program like http://avidemux.sourceforge.net/ to reduce the size by using a codec.
