Whats this and how to unlock it to drag and drop???

can somebody help me with this addon? These timers in the middle of the screen, i cant figure out what it is and cant move it around. Any help?

Thats a bar timer mod, could be Chronometer, Sorren's Timers, Class Timer, Spell Reminder...etc etc...
