I have seen that UI on the Discord forums. That is a mock up (done in Photoshop) of a future UI based on Discord Unit Frames and Discord Action Bars. However do not hold your breath waiting for it as it going to a long time for anyone to actually create the unit frames etc (if it can be done at all).

Some of it can be done (the backgrounds and textures) however things like the health bars and such will be a challenge. The portraits can be easily done using Adapt: Almost-Default Animated Portraits

I have looked on all forums there and cannot locate it. I would like to contact the author and see what his/her progress is on this. The picture looks like its pretty much complete. I really just want those unit frames. They would complete my UI !!
