Identification + Adjustment for 4.3 bar

I just came across this thing:

What is it and how to move it (I'm specially looking for possibilitys with "SetPoint" etc. (i could do that into ouf hank or sth else.) to move it cause i do not want to have an addon just for that)?

It's your alt power bar. There are plenty of addons for that here.

It's not new to 4.3 btw
