My Pals list isn't sync'd across characters.

For some reason, my list of Pals isn't synchronizing at all across different characters on the same realm. I don't know when it started doing this, but I read in the feature list that it should be synchronizing. I've tried logging onto my main and exporting all of the settings in the Warehouse, and tried importing them from my main while logged onto the characters as well, but for some reason it doesn't go through.

Any possible reasons for this?

The Pal list shows the same names on all characters on the same server. Blizzard has a separate friends list for each character, so pals who are not set as a friend for the current character are shown in red and you have to right click the name and make it into a friend. That is not automatic.
