Unhappy Silly question - Curseforge/Wago vs WoWInterface popularity

Why was WoWInterface never popular?

Like okay, it lost the battle against the "old" Curse, but when Overwolf bought Curse what prevented WoWInterface from jumping on the bandwagon to gain more popularity?

For example, Wago recently appeared as a new addon platform with profit share (to attract addon devs i suppose?), and WoWInterface could do the same thing long before it, so why it wasn't done?

Some sort of local policy? From the outside it looks like a lot of missed opportunities or, may i say, like a downward spiral of missed opportunities.

Curse/WowAce had better tooling early on e.g. the CurseForge packager and localization support. They also have a bigger addon base, support other games like Minecraft and provide the author reward program.

WoWInterface does not have enough developers to "jump on the bandwagon" and at this point it would be too little too late
