Thoughts for an Action bar page lock

OK, I use CT bars and I am freaking tired of the damn thing changing my action bar everytime I use a shift + key combo. It only happens when I'm moving because I accidentally press shift + forward (or backward). I would love to see someone come up with something to lock that goddamn bar so it will not scroll pages. Any takers? or perhaps someone already knows a way to do it?

Change (or remove) the keybindings for paging in your keybindings window

Honestly, I had no idea those were in the keybindings. DOH! You've just made my day. That's been driving me nuts ever since I started playing this game so long ago.
