Totemic Recall + CoE Macro request/help?

I was wondering how I could make a macro that casts Totemic Recall if I have totems out then CoE, and if I don't have totems out just casts CoE.

Sometimes I forget to cast Totemic Recall, and this would make it easier. I'm in a DG right now so i'll elaborate after. thanks!
