REQ: Silenced/Stunned/Locked Announce

I'm looking for an addon that does the same thing as the taunt or interrupt addons currently available, but somewhat in reverse. I want it to be able to automatically announce to group (or raid) when I get silenced, stunned or in any other way incapacitated and unable to cast spells.

For example as a priest I want the group to know when I can't cast heals because of such a reason.

It doesn't seem like it would be that hard to do, but my search-fu must stink because I can't find any.

Any tips or help would be appreciated.
