Action Bar - # of Casts?

I've seen this mod in a couple of user compilations and was wondering not only it's name but what it does/is doing.

This example is from Seerah's Suitcase:

The numbers (some in the 2ks) are shown at the bottom on the action bar icons. Is that how many times you could cast that or it's strength? I've only seen it in casters, so I was just wondering!

It's either Dr.Damage or TheoryCraft. They put the total damage they do on the button and add some info to their tooltip.

It's DrDamage (TheoryCraft - unless someone else took it over) is abandoned and causes issues. It also works with melee classes. The number you see in that screen is average damage, including crits, though you can choose to show number of casts if you like, I believe.
