Hero's Call Board Quests

Are these linked to your 'home' continent?

I recently transplanted my worgen druid from Darnassus/Darkshore area to Stormwind to be able to group with my brother's human priest, and the SW board is giving me a Hero's Call quest for Dustwallow Marsh. However, when my human warlock was the same level, I'm pretty sure I got one for an equivalent level zone on Eastern Kingdoms.
