BibMod 4.14 released

BibMod 4.14 is out:

- The resizers have been fixed for toolbars, bags, and any other places where they are used outside of the BibWindowMods.

- The button locking toggle, which is used to lock buttons against dragging, now locks the button ID menu from coming up when you ctrl-clock as well.
