What do you mean "just" that? That's the MazzleUI.

edit: unless you mean just the bottom texture/background. It's hard-coded in. You could do something similar though with many addons.

You shouldn't have to update anything right now - MazzleUI was just updated the other day. But if you really must know, there are countless threads in the Mazzle forums telling how.
