Skill tooltip issue

I'm having a frustrating problem and I just can't figure it out. It is probably something stupid but I'm conceding and asking for help.

I can not get the tooltips to show the info about skills on the nui bars. I've attached a pic to show what the tooltip box does show. I've played around with the tooltip option in the nui interface area with no change. I don't think I have any other addons that alter the tooltip other than "item tooltip cleaner" and that only effects items.

If I open the spellbook i can see the description just fine.

As far as I can see, the only thing nUI does with tooltips is control where they are displayed (the default is to not control them). What happens if you turn off all addons, and then just turn on nUI?

Do you have the "enhanced tooltips" turned on under interface -> help ? (Default blizzard interface that is)

It was enhanced tooltips. Talk about something non-obvious. {Enable detailed tooltips in the lower right hand side of the screen}. Sounded like the beginner tooltips that constantly popped up when i first started. /sigh.
