That's actually a new CVar in Legion. I don't recall the name, but if you have the addon AdvancedInterfaceOptions, it's one of the included dropdowns in the addon. You can set the names either on the top or on the bottom. You may need to find the actual name of the CVar and the search your addons for whatever changed it in the first place.

Looks like it would be the CVAR nameplateOtherAtBase 0 for above the players head.
