Tint certain actionbars (might already be possible?)

Hi, I am using Bartender4. I don't know much about addons but Ive noticed a lot of them can interact with one another fairly easily with libraries and whatever. I'm looking for something that can tint a certain bar (specifically turn a bar from Bartender black/white).

If there is anything that can do this already let me know!
