Remove on hover tooltip

Is there a way to completely remove the on hover event when you hover over a spell? Currently I have everything turned off for tooltips but I still get the spell name and the keybinding to show up. Is there a way to completely remove that?

Not that I'm aware of, though nUI should be hiding those tooltips when you are in combat... the command '/nui combattips' toggles that function on and off.
