Tooltip Question

I changed the tooltip to default, so cowtip can handle the tooltips for me. All is well except that I still see a tooltip showing up when I hover over an NPC character. The tooltip is simple and appears under the minimap where the location, time, and coordinates are located. Is there anyway to also shut that off?
