No attachments in comments?

Here in the forum, the collection of buttons around this text-pane includes one that is a paper-clip, and which lets you add attachments to the message. I don't see this button at all on the add-on comments page comment-pane. There are times when it would be particularly useful to include a screenshot - notably my latest comment in the Track-o-matic addon. Am I missing the button? Is there somewhere else I can upload screenshots? The only way I've found to do so is to be in a forum thread...
