Can one turn the Journal into an addon legally?

Can one take the journal legally and make it an addon that opens with another command and only change the text?

The idea is to reduce the lore-bubble into easy to read segments.

Is it allowed by the EULA? And is it technically possible?

No lua addon per se is against the EULA (except x-faction communication afaik) and yes it's possible.

Although instead of duplicating the whole addon it's probably alot easier to just modify the text to your liking.

AVR was probably one of the best mods out there, but as usual blizzard dosnt like things that are awesome. AVR+TotemRadius was simply woot.

But avr wasn't against the eula, which is why they broke it instead of banning it.

Blizzard doesn't want addons to be able to modify the 3D game world, which is effectively what AVR did. Therefore, they broke it. It had nothing to do with Blizzard disliking "things that are awesome". Also, I never understood the hype surrounding AVR. It was ugly and not even remotely necessary. All it did was help mask how bad some bad players actually were, and encourage people to be lazy and blindly follow arrows and circles instead of actually paying attention to what was going on.
