I just want a mod that uses my flying mount in oultands and my reg mount in azeroth?

not sure of a mod but you can do it with a macro. I personally don't know the script, but I have seen it on this site and at the ui/macro forums on the official wow site.

has something to do with /use "outland mount" if usable else use "azeroth mount"

This is the macro that I use and it works for me

/Cast [flyable] <INSERTFLYINGMOUNTNAME>; <INSERTLANDMOUNTNAME>

For example, my character's macro is:
/cast [flyable] Ebon Gryphon; Reins of the Swift Stormsaber

There are a couple of addons that deal with mounts, though, if you're interested in having it have this functionality without you having to modify the macro whenever you got a new mount. GoGoMount is one such addon, and i'm sure there are others.
