Java error on install

While trying to install minion I get an error that says:
"An error occured while trying to perform the install:java.io.IOException C:\DOUME~1\jdelro\LOCALS~1\Temp\download-146772436415835505.exe CreateProcess error=14001; This application has failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem.

I have tried reinstalling several times Ihave cleared the cache and the temp files and always the same error. This machine is on a domain but I have local and domain admin rights.

Any help would be appreciated.
