Q : About FrameLevel

what's this.....
i notice that the Offical Inspect Frame get its FrameLevel +1 OnLoad
its close button get its FrameLevel +1 when OnLoad.....

why? any use of this? FrameLevel is what?


or any relationship to the pushable Number below?
