Theme File Help

I really like this theme graphic, a lot:

But there's no way I'd ever be able to make a mod to apply it to my UI, ever. So, I was wondering, if someone could do it? I'm sure it'd be a really simple mod and other people would use it too, I imagine. I would really appreciate if anyone did this, and others would like it too (Including my friends).

you could use eepanels2 or discord art to put it in game.

Isn't there an eepanels howto tutorial somewhere that has screenshots? Anyone know where that is? I've been meaning to ask and kept forgetting

I'm not sure how to work eePanels (or even how to get to it), and for some reason at the AddOns section on WoW it said DiscordArt was incompatible. I disabled all of my UI mods and only enabled DiscordArt, but it still wouldn't work.. now what? Heh. :P
