Watch all quests

whenever i remove a quest i don't want to watch from my list and then click 'watch all quests' from the drop down box, nothing happens. the quests do not reappear in my quest watch log. also, i noticed that i have abandoned a quest, then pick it up again later, the quest appears in my quest log, but not on the watch list. i have my manually click it to appear. is there something i am doing wrong? some kind of setting that i haven't selected?
