Installation problems

After the download of 4.013 or 4.03xxx all i have downloaded is a 2mb file that appears as a link to the internet.When I right click on it all i can do is open as there is no extract options like usual.If I left click on it it tries to open 30 different windows of iexplore.Anyone else having this issue or know whats going on?
