Tooltips misbehaving

I seem to be having an issue with the mouseover tooltips. I have set the tooltips to mouse but they are locked to the left side of the screen. I have tried to set to default and owner but nothing seems to work. Is there something that I am missing? I was hoping that today's update would have fixed this but alass I'm still broke.

Any help would be appreciated.
