May be some Fubar that has been modified

If its the quest tracker mod you mean then its an old monkeyquest i believe (new version still in trial is better but personally i prefer to use the ct_mod quest tracker which is simple, transparent and movable and any other details is in the basic wow ui for custom settings.

Yep, it is. I can't remember seeing an update for that in a lonnnng time though... probably a gajillion years.
