How Can I independently rotate a frame?

I'm looking for an annon that allows the user the ability to take any frame from the game and rorate it. Does anything like that exist?

I've created a frame which consists of a background and border and it contains text which reads from left to right.

Ideally I'd like to be able to rotate it 270 degrees so that it now stands on it's left side (as it looked originally).

Any help on this would be amazing! I hope I've explained it all well enough.

Dont know an addon. But there is support for rotating in the animation widget and I think there is a nice tutorial for animations somewhere hidden here on wowi by zork (lost my bookmarklist )
