enemy moving debuff [help]

I wonder if there is any command that only changes the position of the enemy's debuff has no move targetframe.

With the default interface you can right-click and set them to be on top instead of below.
That is the only option.

I'm not able to come up with it atm, but you could write some Lua code to move them, yes. Otherwise, you'll need to get a buff addon that allows for placement of the target's buffs. Lastly, you could try a frame moving mod like MoveAnything or similar.
