    Update default minimum filters for newer content

    With patch 3.2 and soon patch 3.3 the upper bounds on the various filters eg: DMGFILTER, HEALFILTER, MANAFILTER at 500 are just not cutting it any more.

    Could the maximum filtered be changed to 1000 please.

    This would filter out a lot more low level noise from background heals in particular.
