    Add X/Y offset for mouse anchor mode

    Title says it all. I would love to be able to adjust the Y offset when using anchor mode, as right now the cursor sits right on top of the health text.

    Thank you for your time and effort in this project -- TipTop is absolutely the best tooltip addon there is in WoW!
