Got a bug for you. TipTop 2.9.3, fresh install.

The problem is, the colored border does not match the health bar (when using classcolors). |

Adding that the colors match fine when you are targeting or mousing over players of the same faction. They do not match, however, when targeting NPC monsters or players of different faction (as those screenshots show).

Your links are incomplete, so I can't see the screenshots. But I'm going to go out on a limb and say that you have the option on to color borders by difficulty for the other faction and mobs.
