Sticky bars lib

I'm contemplating writing an Ace library which facilitates "sticky" bar behavior, like that seen in Bongos. It's such a great feature, and I know many other addons could benefit from it.. PitBull and eePanels for instance.
I'll have to think a little bit more about how this might be abstracted properly, and what kind of API would be simple for other authors to use.
