Standardizing game settings since 2015

Started writing this during BFA to experiment with hidden weather and lighting settings.

This addon helps bring console variable management standardization to in-game settings which may or may not be regularly available. The goal of this project was to standardize cvar setting updates so to remove guess work or research involved in changing the many settings available in game. I have not added every possible setting but many that I felt were interesting or important.
