I have 1 suggestion: make a separate load-on-demand addon for configuration (name ex: OPie Config or OPie Options). There's no need to load the options every time we login...

That's quite strange. Have you enabled the option "Show Interface Bugs" in the Interface panel? Anyway, it's more likely to be a Bongos3 bug than a Cornucopia one, because the Bongos Core handles the positioning and dragging of all bars.
