This appears to be a bug in the Russian localisation. Looking at the Russian tooltip on Wowhead, I think the fix is to change line 325 to:

I assume there must be some differences between the esES and esMX locales, though I have no idea what. In the absence of an addon author to check the esMX locale you could post screenshots of the tooltips for each of the relevant spells and I can check them as best I can.

Finally got my pre-made Mage onto the PTR today so able to do some proper testing. I now know what that problem is. For some reason the Glyph UI function returns nil (i.e. it says you have no glyphs!) immediately after zoning into/out of an instance or battleground. I've got a fix in the works, but will take a day or two to test it...
