Maybe I missed something, but when I use the open all bags keybind it works fine for opening the frame just not closing it like other bags. Other than that small issue, great addon. This is just what I have been looking for.
Just use Keybind "Backback" instead of "Open all Bags"

Yes this Problem with the Party Frames is a little bit strange.
I use oUF_MoveableFrames only for the Player/Target Frame and made the rest via Lua.
Tested your Code, spew out this Error:

Was ist denn das für ne Minimap/Buffframes? Den Rest hab ich einigermassen hinbekommen mit ractionbarstyler und cbuff , fürs erste.
Eine ouf_MoveableFrames unterstützung wär genial.
Einfach "self.MoveableFrames = true" direkt unter Layout/self.disallowVehicleSwap = true
in der Lua eintragen....

When you change to Short Bar, the Experience Bar doesnt change complete too.

The only Problem i´ve: When iam in a group and the party members are out of range the buff reminder pops up "trotzdem". Like Lare said.
