1. Open Clique UI
2. Click "Custom" button
3. Click "Run Custom Macro" radio button
4. Type /target mouseover
5. Set a click binding
6. Save
It works just fine, any frame that I click on it targets them. If you are seeing different behavior it is due to the unit frame addon or so...
